I say make it cost 7 and keep the damage at 9. That way at least it rewards you more for holding it in your hand. It will eventually degrade to a 4 mana 6 damage (fireball basically), then eventually a 2 mana 4 damage (1 more damage than frostbolt minus the freeing) and eventually a 0 mana 2 damage (so like a backstab)

It's obviously very weak, it could target face without being very competitive either. Forbidden Flame sell point was flexibility, this one is just bad rate through and through. Though the concept of decreasing number is cool, maybe use it for something else than Damage ?

Why does it only hit minions? Would be fine without the minion bit, this feels below Forbidden Flame.

Honestly the card seems very weak, unless you explicitly use it in a spell damage deck.

9 mana for 9 damage on a minion is bad (compare: Flame Lance's 8 damage for 5), and the fact that it can go down to 0 mana and 0 damage makes it super tough to play.

If it were 10 damage as a starting point, it would be more useful (and eventually having a 0 mana 1 damage spell isn't terrible).
