3 mana draw 3 is good, and as long as you draw cards that cost (5) or higher, secondary effect is not a down side.
Anyway, I also state that this is not the best choice. This is good card, other options are just ways better and don't required build around.

This is totally different. It's impossible to build your deck around Fhai, which means that Belt really is draw 3 with a downside.

Cosmic143 years ago Problem is, Enchanted belt is 3 mana draw 3 with a Downside. Most of the time, your deck will be 4-5 cost cards, maybe less, so compared to Arcane Wrist Armour, it's underwhelming.

on the other hand, if you choose from a pool with fit number, just say "choose" instead of Discover like Heistbaron Togwaggle.
