To avoid confusion, let's assume this card is named Mike.
If the effect is "If you aren't holding a Dragon, Draw a Dragon." then the effect would be the same, because Mike is a Dragon.
But if the effect is instead "If you aren't holding a Mike, Draw a Mike." Then the effect is different, because all Mikes are Dragons, but not all Dragons are Mikes.
I think it clearly refers to a Dragon and not Mike, but it was to follow IronWarrior's joke.
