Feels powerful, but I do think the 15 Health requirement is a considerable downside. Perhaps if you want to be even more risky, I'd say 10 or less health could be good.
Not sure if Locations can be triggered right away when put down, but if so, this is a really easy way to mitigate that downside, so less Health might be good.
