As I interpreted it, it is a very unique game of bridging the opponent's hand of cards.
Either you slowly fill your opponent's hand, or you get him to draw so many cards that the opponent will draw fatigue cards at some point (and even "Shimmer Dosis" makes me think that's the intent), and will have to choose whether to play the Shimmers (and draw fatigue damage) or not play them but take the damage at the end of the turn. Also, there are cards like "New Deal" that make it harder and harder to play Shimmers.
IF I've interpreted this correctly, it looks like a super-ultra late game card to me. :jaraxxus-thinking:
