The battlecry and deathrattle is "Summon a pirate from your hand.
So, you play it - it summon a pirate. Total stats are (Let's say pirates are 3/3, for the sake of argument. Personally, average should be 2/2 ish but...) 6/5.
Step 2 - You use this to deal 3 damage to an enemy minion. This dies, deathrattle triggers and another 3/3 is summoned.
4 mana 6/6 that deals 3 damage. Close, but no 7/7.

(if you say that the average Pirate is a 3/3) then this is either a 6/6 that deals 3 damage or a 9/8. There's no situation that this is "a 9/8 that deals 3 damage" unless you trade into a fucking egg.
