I think this is significantly weaker though because holding Dragons is harder to do than holding spells and, since the Dragons are random, you might get a few 3/2s so I think it's fine to limit the pool to Legendary Dragons or Dragons that cost (5)/(8) or more only, give this Taunt or to make this summon two Dragons for each one in your hand.
