This does what SI does:7 agents in Combo but with Lifesteal and Battlecry, for only 1 point less Attack. :tinyfin:
On the rest, I think everyone has their own philosophy, but you can't tell me that the conditions in the cards are not needed to activate better effects. All cards with conditions (including cards with Corrupt, which is implicitly a condition "if you play a card that costs more than this...") generally have better effects :jaraxxus-thinking:

This card strikes me as very average. For 1 full Mana on Defias Leper (a bad card), you get to skip an easy requirement and get 2-4 healing in a class that doesn't struggle with healing. Dredge, as established by this expansion, is worth very little if you're not digging up a Sunken card (which Priest has the worst of). Might be okay as healing for aggro metas, but not strong, and would not find its place in Benedictus because it's too slow.

I don't think this is true. It depends on how punishing you want the card to be when the requirement isn't fulfilled. In the case of this card, I honestly don't think you'd play it when the requirement is fulfilled, so you may as well let it be generally good.

Usually, when there are conditions like "If you're in Shadowform/If your deck has non neutral card etc.", it's because the effects they activate are more powerful than the other effects the card has by default.
In this card, it's much stronger to deal 2 damage with Lifesteal than to do Dredge, so I'd reverse things. Like; "Lifesteal. Battlecry: Dredge. If you're in Shadowform, also deal 2 damage." and I might see it as a 2 mana 2/1 or 1/3 or similar :)
