I'd imagine Chronormu would "relearn" at the beginning of each expansion, mini-expansion, or balance patch. Like her Discover adjustments would be reset so that she can adapt to a new meta and new cards. This way Chronormu could potentially fulfill different roles across metas, like a tech generator in one or a refueling card in another.
DustenStein 2 years ago I could only see this as the free Legendary of an expansion and nothing else. Feels odd but as a special Legendary, I can absolutely see this be a thing.

"It's a Matter of Time!" An expansion surrounding time travelers messing with warcraft past and future, based on the Caverns of Time encounter. Such an expansion would of course feature Chronormu, who will be the free legendary offered at the beginning of the expac.
Chronormu is sort of a social experiment, asking you to rely on the judgement of other players. Chronormu will slowly offer some cards more than others based on how often they've been picked or rejected when offered. Any thoughts or questions?
