I wanna say 8 mana is good, but all the effects are really minor. I would say 8 mana would be good, since it's kind of like a worse UI.

It'd be mediocre at 8 and great at 7, but I agree it's too weak by far at 9. I do recommend a buff to 7.
I would say 7 mana is good. It would still be strong, but not op or too weak?
Maybe even at (6)-(7). Seems pretty weak right now. Nonetheless, the flavor is on the spot.
I love this spell. I think it would be okay at 8 mana.
