This has a lot of conditions to be met: you need a single-target damaging spell, another minion to target, enough damage on the spell to deal excess damage, enough Mana to play both cards on the same turn, and it has to be a better play than simply casting the spell on your opponent. This works better with Spelldamage, and Torrent is an extremely good spell to use with this, but otherwise it seems pretty unlikely things will line up where the Spellburst is worth it.
